Crazy performance stutters

I'm not sure what causes it, but I frequently get frame stutters like this in-game. The attached clip is from a match that was exceptionally bad about it, but this still occurs fairly regularly on my end as well as my friends. Some games are fine for me but awful for them, sometimes its the other way around.

My specs:

Windows 10
32GB RAM
AMD Ryzen 7 3700X
NVIDIA GeForce RTX 3070 Ti

Weird, since around last week, my fps is 30 max on the very lowest settings, on AMD Radeon RX 7600 XT.

I've been having this exact same issue and it's completely shoved me away from playing actual Deadlock matches, just SB. After about halfway through a match it will suddenly stutter just like the clip you showed, mainly during team fights yet not exclusive to them. From other threads I've seen mentioning this issue, it seems that most people are in agreement that it's a memory leak. Next time this occurs, I recommend opening the console and seeing the error code it gives you. It will most likely mention excessive frame time, and if it does I would just constantly keyword search the threads that mention it to see if anyone can come up with anything.

A very temporary fix I found through another thread about it was going into the launch options for Deadlock and adding: -windowed -noborder -novid -autoexec
After about a day though the stutter came back, so I'm at a loss as far as that goes.

The good news is that I think the Valve devs are aware of this issue. The bad news is that they aren't officially aware, so a fix will probably not come for at least another two weeks.

(Edit to mention that restarting the game after every match is also the only consistent fix I've found with it, as another person mentioned in the replies.)

Also experienced insane stuttering on lowest settings. It's the only game that does this for me.

The only fix I have found is capping my FPS at 60...
Not exactly an ideal solution, but it worked.
 
I've been having this same issue since I came back to Deadlock recently. I share the same specs as you, except for the CPU; mine is an AMD Ryzen 5 5600X. The only solution that works for me is to restart the game, and I find myself having to do that before or during every match. I tried switched rendering APIs, but Vulkan seems to be worse. I believe this is something to do with the GPU, but I'm not entirely sure either.
