Crash on launch without -vulkan flag, runs ~6 fps with vulkan flag on

First, launching with no flags at all crashes after the creation of a window but before graphics are displayed. Launching with -vulkan works, however the game runs around 6 fps. As an added wrinkle: *sometimes*, if I don't have focus on the window when the game launches, it will be running at 120 fps until I give the window focus, and then it will be stuck at a very low fps forever. The issue persists after reinstalling.
