Screen tearing when using the in-game or Nvidia FPS limiters

My in-game maximum is set to 136 fps (144 Hz display, capped for VRR window). With all the settings turned up, I'm typically a bit below that in the hideout. Everything is lovely and smooth. G-SYNC is doing its thing.

With some settings lowered (as they would be in normal play), I can render frames in excess of 136 fps. Boom, screen tearing across the bottom of the game. It's not super noticeable, but it's definitely present, and more I lower my settings, the worse it gets.

I tried recording something to show this off, but when I cap to 60 fps, it's really hard to tell when it's tearing. Maybe it only tears above a certain framerate? It's pretty obvious when you're looking for it at 100+ fps.

All of the above applies to the game's DX11 mode. I gave Vulkan quick try, and it seems to be an issue there as well. Regardless of which rendering API you use, enabling VSync fixes the tearing, at the unfortunate cost of... using VSync.

EDIT: Fullscreen / Borderless fullscreen made no difference. Forgot to add that.

Okay, I just tried using Nvidia's framerate limiter instead (in-game limiter set to 1000 fps). Same issue. Seems like the game just isn't playing nice with FPS limiters?
 
Another update, I tested on my sister's PC, which has an RX 6800XT (driver ver. 26.3.1). Same issue with the in-game limiter. Didn't test the AMD software limiter, because it's apparently kinda finicky.
