Chronoshift - T4 Spirit Item

pretty cool idea
but imo hard to quantify whether this is super op or rather okay
im leaning towards op but without in depth testing its kinda hard to tell
I do think this would work better (balance wise) as a new hero ability rather than an item

Maybe so, but rn I'm out of gas for a new hero(that would inherit this time freeze mechanic), so this'll have to do.

definitely worth of being T4 but a better question is it okay for an effect like this to be on any/every character
CDR is the most broken stat in the game (it had to have been nerfed so many times) so its something to always be careful of...
i agree with photon that this might be better suited as an ability of some kind (could potentially also affect duration or buffs/debuffs instead)

Yes, there is some Faceless Void influence in this item. Also, doesn't his Time Dilation decelerate the cooldowns nowadays instead of freezing them? I vaguely remember how it used to work in the past.

Also, I'm quite sure it's fine for Late game, for it would be quite painful for heroes that rely on their abilities to do most of the work, such as Pocket, Geist, Apollo, Mina(kinda), Lash, etc.

And, sadly, like I said to photon in my reply, I'm kinda dry on new hero ideas right now, like, my creative tank's too empty to try and think of a hero that would inherit this mechanic in one of their abilities :(

I decided to check the Liquipedia Changelogs for the heck of it and around 2019 Time Dilation used to add a flat amount of time to an enemy's current CDs. Though nowadays, you are correct that it does just slow them down.

Depending on how you look at it, pretty much every iteration of this kind of effect is kind of the same if the end result is that they couldn't cast their spell in x seconds but instead x+y seconds. (Freezing/adding time is just the MOST clear way of doing it and honestly it's kinda funny how unclear it is now when taking a lens to Faceless Void)

As I thought about it some more, the active element isn't NEARLY as strong as my initial reactions toward it was, but is still pretty good. (Glorified silence element + rusted barrel with slow; being bundled together and as a circle is pretty damn nice though)

I still feel that the item cooldown element would not make it in considering the events that led up to Transcendent existing (item CDs are very, very, very good). [To note, every item has had its item CD element removed in favor of getting people to not stack the associated statline] I also think T4's should have some unique powerfulness to them and Transcendent's is its reduction on items.

The passive component is pretty interesting though, and I'd think it'd be worth trying its application towards items for the sake of experimentation. [Arguably it's significantly worse than Witchmail for rate of CDR other than the luxury of being Technically purchaseable in every match where Witchmail is not.]

It'd be kinda funny to see it tickdown every 10 seconds in accordance to game-time but it could also be implemented as a passive that is affected by Transcendent. (for the sake of cleaner optics; as it is, it'd be the only item worded like this.)
 
Removed Item Cooldown Reduction Stat. Passive now subtracts 2s from all current ability cooldowns and 1s from all current item cooldowns. Also upped both the fire rate slow and move speed slow on active from 30% to 40%.

Active now also freezes item cooldowns of enemies.

Just experimenting with this change, not sure if this will work out well.

Ah I see I just saw the Graphic Designer Tool you're using in another thread. For some reason, my gut reaction was something like the Gluten Snake custom item videos.
