but imo hard to quantify whether this is super op or rather okay
im leaning towards op but without in depth testing its kinda hard to tell
I do think this would work better (balance wise) as a new hero ability rather than an item
"subtract 1s from all your current cooldowns every 10 seconds"
i can smell the Smite on you
seems really strong if Time Dilation (Faceless Void DotA) is to go off of
definitely worth of being T4 but a better question is it okay for an effect like this to be on any/every character
CDR is the most broken stat in the game (it had to have been nerfed so many times) so its something to always be careful of...
i agree with photon that this might be better suited as an ability of some kind (could potentially also affect duration or buffs/debuffs instead)

Yes, there is some Faceless Void influence in this item. Also, doesn't his Time Dilation decelerate the cooldowns nowadays instead of freezing them? I vaguely remember how it used to work in the past.
Also, I'm quite sure it's fine for Late game, for it would be quite painful for heroes that rely on their abilities to do most of the work, such as Pocket, Geist, Apollo, Mina(kinda), Lash, etc.
And, sadly, like I said to photon in my reply, I'm kinda dry on new hero ideas right now, like, my creative tank's too empty to try and think of a hero that would inherit this mechanic in one of their abilities![]()

Are you using a mod environment to try this out somewhere?
At the end of the day, it's just my opinion, figure out what feels the best to you.
