Capacitor clears the 'cooldown' condition on Love Bites.

May actually be intended, The 'cooldown' is a positive buff, not a debuff as it locks out re-applying the damage.
Capacitor's active reads "Launch a projectile that deals damage, removes all their non-ultimate buffs and applies a strong slow that recovers over time."
And since it doesn't remove the 'buildup' of love-bites (as it is a debuff, and can be removed by debuff remover) its cooldown is a buff and should be removable with capacitor.
Regardless it's on a 60 second cooldown and by the time mina decides to invest into capacitor it's already late-game.
