"Can't Join Party Hideout" "Match In Progress" Can't rejoin

For the past 3 weeks, I have been unable to play the game. Whenever I join a party, It kicks me out saying "Cant join party hideout". Then when I find a game, It kicks me out as soon as it starts up and shows a "Match in Progress" status. No matter how many times I try to rejoin, it doesn't connect me.

I have tried:
- Reinstalling the game
- Verifying the integrity of the files
- Changing the steam client services in services.msc to automatic and restarting it
- Changing regions
- Reinstalling steam

Nothing works.
 
I've gotten banned 3 times now recently just for this stupid bug. No idea what to do to fix it. I just cannot connect to a match. I load in, i get kicked out immediately, and then i just CANNOT reconnect

EDIT: seemed to have found some hope. dug through a log i saved after getting myself temp-banned (and put into further lower priority) for the 5th time in a row. It seems tied to a VAC issue. "NETWORK_DISCONNECT_STEAM_VAC_CHECK_TIMEDOUT" is the error, but the game says NOTHING about it to you, compared to every other source game (including CS2, on Source 2) telling you "an issue prevents you from blah blah blah"

Running the tried and true SteamService.exe /repair and seeing if that works. Will report back in 8 hours when i wake up and the ban is lifted.

Okay so for me personally. It was an ethernet problem. What I did was go to network adapters under device manager. Right-click on your ethernet that you use and go to power management. Make sure the box that says "Allow this computer to disable this to save power" or something like that is UNCHECKED.
