Can only mute audio now, cannot stop abusiveness in chat (so I just leave)

I'm not sure if this was done purposefully, but I cannot mute someone in chat anymore. I can only lower their voice volume channel to zero. So, when someone is being abusive in chat there is nothing I can do about it. Usually I mute and report but because there is no mute button I usually just leave and forget to report.
