Burst Fire overwrites current move speed and increases base move speed

In Testing as Viper, my base sprint speed is 9.0 m/s. While shooting it decreases to 6.7 m/s.
When I have Burst Fire, after shooting a player and gain the +1.5 m/s move speed, my speed is reduced from 9 m/s to 8.5 m/s. While shooting, my speed is reduced from 6.7 m/s to 6.4 m/s. Burst Fire seems to be increasing my Base Speed rather than my Current Speed resulting in a total loss of speed in some scenarios.

Having Fleetfoot removes the shooting speed penalty but does not remove the speed decrease of Burst Fire.

Having a card which passively increases your speed (such as Enduring Speed) will increase your sprint speed (9→11). Shooting w/o Burst Fire reduces your speed from 11 to 8.3. Shooting with Burst Fire reduces your speed from 11 to 7.9.
 
Issue occurs on all characters I have tested. The card is an overall nerf to speed until you offset the debuff with another passive move speed card. Your speed is still nerfed regardless of what move speed cards you have as long as you have Burst Fire but you'll feel the effect less.
 
There is no issue with burst fire is

Consider the following:

Base movement speed is 7m/s
Vyper has a Sprint speed, a different stat, of +2m/s

Sprint speed activates out of combat, once you enter combat, sprint speed is removed and you only have move speed, in vyper's case, that's 7m/s
If you shoot a hero, you remain in combat for a few seconds.

There's also shooting pentaly: -25% total movespeed while shooting

To activate burst fire you need to shoot someone, so you enter combat, your move speed is reduced to 7m/s, burst fire remains active, 8.5m/s

If you keep shooting, you get reduced by 25% to 6.4

If you don't activate burst fire, and don't enter combat, your sprint speed is still active, so you total move speed is 9m/s , and if you shoot at a wall, it gets reduced by 25%, to 6.7m/s
