Ability 1 - Newsflash, 28s cd.
Throws 3 bundled newspapers in a cone that travels in a wide arc that veer according to your crosshair.
-3s to cd if a death occurs anywhere on the map during the cooldown.
50 spirit damage, 1.3 spirit scaling. Enemies hit lose 15% movement speed for 3s. Afterimages hit by this ability also inflict the movement speed debuff to the affected enemy.
T1 - +2 Newspapers
T2 - -8 cd
T3 - Newspapers ricochet once

Ability 2 - Public Service Announcement, 40s cd
Emits a broadcast shockwave in a cone. Enemies hit have -20% fire rate and their camera and crosshair forcibly locked onto the Witness until line of sight is broken from either party. Teleportation and movement abilities and any other abilities that change the camera have no effect. Enemies can still act during the duration - cast spells, shoot, move, dash, etc. Duration is 2s.
-3s to cd if a death occurs anywhere on the map during the cooldown.
T1 - +1s duration.
T2 - -35% fire rate on enemies, -20% movement speed
T3 - Enemies hit are paused for 0.2s

Ability 3 - Afterimage Archive, Passive. 18s cd
When the Witness damages or debuffs an enemy hero, the passive activates. Grants a 5 second buff where all of the Witness's attacks and abilities create afterimages of affected enemies. Afterimages persist for 1.5s, max 1 per enemy.
Afterimages created have the same health of the enemy when created, and take 100% increased damage and reflect 12% of all damage taken as spirit damage to the affected enemy.
They should be transparent with a sepia-coloured filter. Any damaging ability can hit an afterimage. AOE abilities can hit both the afterimage and the affected enemy. Afterimages are NOT a unit, they are not affected by ricochet/siphon/etc, and do not block bullets/line of sight.
T1 - Witness deals 20% bonus damage to afterimages
T2 - Damaging an afterimage exposes the original enemy (revealed through walls for 2s).
T3 - Afterimages persist for +1s and increases reflected damage to 16%.

Ultimate - Darkroom Protocol, 130s cd
After a 1.5s windup, the Witness fires three shutter bursts, spaced 0.15s apart. Each burst pauses all enemies in view for 0.20s. Initial burst deals 100 spirit damage, with each subsequent burst dealing +50 spirit damage. All damage scales on 1.25 spirit.

During the windup, a cosmic veil materializes from the left and right of the Witness, like curtains closing in. Casting the ult refreshes the passive during the windup to ensure that the spell always creates afterimages from affected enemies.

T1 - Allies and the Witness who walk through the veil gain +20% max ammo and +2m/s movement speed for 4s
T2 - Adds +1 shutter burst
T3 - Enemies and afterimages affected take +6% bonus damage per shutter burst for 8s.
