Since a lot of these heroes and the noir type theme seem American I think a boxer hero would be cool. He could be a cyborg type boxer so that he can have a gun attached to his forearms so that he still has the shooting mechanic and his abilities could be boxing type abilities.
I don't really have any ability or kit ideas but I hope this inspires others for ideas of how this hero could look or operate. I think a boxer looking hero would be cool though and appease people who want more close quarters heroes.
