While in brawl, I used Ethereal shift and it put Billy's ultimate on its full 2 minute cooldown. At first I thought I'd misinput, but upon using Ethereal shift again it consistently put Billy's ultimate on cooldown.
Just tested, it also does the same in the safehouse.
