Billy ult duration not scaling

billy ult says it has a 2.8s duration but doesn't say what for
the duration does not scale off of any items or arcane surge

It's the delay starting from cast until Billy pulls the enemies to him. Not really something you necessarily want to increase with duration which is why it's not increased.

if so it prolly shouldn't be called duration, maybe something like channel delay (just spit balling)
or if they wanna make it like a weird trade off thing they could make both it and the t3 duration scale
