Tested with:
Toxic bullets clearly ends first on Abrams then Shiv then Billy. Afterburn lasts the same amount of time for all 3.
I also tested without any items or any points into afterburn and still got the same duration for each character.
Tested a couple of other abilities like affliction and Geist life drain which are all shorter with debuff resistance
- Abrams: max infernal resilience, Weighted Shots, Unstoppable, and Spell Breaker
- Shiv: debuff reducer
- Billy: no items
