There is a series of posts on this account which are the results of collaborative work. This is my personal plea and now part of those.
It's his bomb.
I actually love Bomb Bebop. Playing him is like playing a different game with a different objective: build your bomb. It's a similar feeling to harassing on Mina. And playing against him, seeing him veil walker to rush at you with a bomb strapped to his chest is just- really funny. Something about the look of a robot bomber works together very nicely. It's a unique hero type which is as loveable to me as it is obnoxious. The issue is that building around his bomb is so effective on Bebop that you should always do it. And it completely nullifies and invalidates his other identity which is one that's very dear to me: Bebop as a fighting game character, one that's about displacement and physical attacks. I love the bomb, maybe just on a different hero. Here's why I feel like it doesn't fit:
Bebop as a brawler makes sense. And the real heartache here is that his bomb is so good that he's really not a brawler. Nobody in their right minds would play him as a brawler. Bebop is a bomb dispenser and nothing more.

To juggle people.
Replace sticky bomb with a movement ability: A thruster burn. It propels Bebop in the direction of his currently held movement key. Additionally as an upgrade: after uppercutting a target, you can use his thruster burn similar to Yamato's grapple to travel to the target midair. Bebop could uppercut an enemy and thruster to them to get off melee attacks midair. Or Bebop could uppercut a teammate to help in an escape and then use thruster burn to get away for himself.
I like the bomb. I like the bomber robot aesthetic. But I also like Bebop, the brawler. And the bomb just doesn't feel as Bebop as it could. Taking the bomb off and putting it on a hero that better distills the energy of a veil walker greenbop running at you full steam I feel like is the way to get the most out of Bebop's two identities instead of just killing one or both of them.
Does this speak to anyone? Something I'd be afraid of in a hero built specifically for the bomb is that we get a mad bomber-type which is just not how bomb Bebop feels. He's silent and sneaky. Making a loud hero because bombs are loud would not properly distill the feeling of having a greenbop in your lobby.

The Robot Presumption...
There is a presumption when dealing with robotic characters that everything they do, they've been purpose-built to do. Bebop's identity is an honest laborer turned to a dishonest life. Thematically, his kit is largely things which can be repurposed for fighting. His gun is almost like a cutting torch. His fist, a wrecking ball. That makes sense. Bombs?
