hard to tell when in replay, but you can easily tell when playing against him and through his twitch.

the player is bad and can be seen through his performance on statlocker. However, only in one area is he shown to be good in statlocker which is his aim. (top .01% in weapon accuracy)

Additionally, Sinclair is truly a balanced hero. On his own side, he's useless, but on the enemy side, he's like a god of war. Thank you, Yoshi.
