Valve doesn't really care. Accounts are free and there's no smurf detection or moderation. Smurfs are free to ruin dozens or hundreds of games per account.

All games listed were complete stomps where the entire losing team was much worse than the winning team outside of maybe 1-2 players who were on par. This is not fun for anyone involved because the wins are hollow and the losers never had a chance.

Not true. To be eligible to play Deadlock on a steam account it has to have spent $10/10€. Even if it just sits in wallet.
