Valve does not moderate their games. Every cheater gets away with hundreds or even thousands of matches played because Valves very crappy automated systems barely work. All Valve games are like this, expect cheaters to run rampant in Deadlock as well.

ranks are overinflated to the point where matchmaking is comically bad right now, no exaggeration the absolute worst it's EVER been

brand new accounts are being ranked archon when this is supposed to be a mid-high skill bracket
players with statlocker performance ranks of emissary-archon are being ranked phantom, ascendant is basically just the middle of the pack rank now

As if the elo difference was not enough, enemy team has a blatant smurf that casually allchatted racial slurs throughout the game. Sadly report options are limited to either "chat abuse" or "smurfing", implying the lack of consideration for cases like this when both are appropriate.

Hardware ban the smurfs. TOXIC LUMP OF COAL Christmas ban wave in Dota was stuff of legends.
