You can't cast Target only abilities using the extra range from new item "Arcane surge", if you're outside of the normal ability range it won't work.

Bebop is a good example of that with his bomb. The hook works. The uppercut I'm not sure about (update! it does!)
It's weird, the radius of bomb explosion changes, but not the cast range.
