Using Arcane Surge typically boosts the next ability cast within 7 seconds- for example, if Seven ults after a jump dash, Storm Cloud will do more damage and have a bigger range for the entire duration of the ultimate, even if it's longer than 7 seconds. Apollo's 3 does not work this way- Arcane Surge only applies to the very first thrust and not to the second two thrusts.
