Anti Colossus

What if for 12.8k you get a green item that makes you smaller. not every character wants to get big and tanky. Its a little anti cc in a way. Having a smaller hit box is probably beneficial. I suppose you might be small and tanky. I imagine a tiny abrams punching
 
Reverse Colossus sounds so funny and I think I would buy it every game for that reason alone. I don't even care what stats it has I just want it to exist.

I assume the 12k cost is a joke cause damn that's so overkill. Smaller hitbox is pretty funny tho but I'm not sure how good it would be. For gun or skill shot heroes sure but for more burst based characters this is sort of nothing since size doesn't really matter.
Honestly this could even just be a T3 without any extra stats and a solid T4 with stats attached.
Personally I would suggest these stats to be attached on the effect:
  • Slow Resist and Move Speed for the active effect, this makes sense since a reverse colossus would mean escape and these stats would benefit the effect given to you.
  • Instant Stamina or Booster Stamina regen for the active effect (But I'm less convinced of this). Instant Stamina would be quite strong but would be really cool imo (This would probably make the item a pretty strong T4). Stamina regen is less powerful and would make more sense if it was paired with the other stats mentioned above.
This could be a neat upgrade to enduring speed, it makes kind of sense and I don't think an enduring speed upgrade would be too bad or throw the item off balance too much (Personally always thought stamina was better than speed so this item could help balance those two item types out a bit more)

Overall I think its more of a mini game item. I am not sure how you would realistically balance this item. Depending on who you make it for it becomes BIS green for a character like Mina. Like if it decreases your entire hitbox by 30% it might actually be really strong. Also the 12k cost is more to allow it to be absurd or broken. Not all T4 items are worth 6k. E shift is larping as a 6k item. Its basically a 10k+ in its current state. People are only starting to notice how strong it is recently. Another example is if colossus was 12k it could have 1500 health slapped on which would be really strong. Just another concept I am playing around with really

I think the idea is quite interesting. If done correctly, can be a part of meta.

If the item behaves like inversed Colossus, then it is purposed for escaping, rather engaging like Colossus. You said that item would make you smaller, how much? In any case, hitbox decrease would be a hell for gun heroes.
Also I assume it provides user with some buffs/effects, like Colossus does. Move Speed, Slow Resist and Stamina-related things have already been suggested here. But personally, I don't want to see item to be a simply buffed version of Fleetfoot/Stamina Mastery. It deserves its own unique quirks.

I think I would design this item to help spirit carries. I think this is a more fitting role for the item. Small and Fast just makes sense. So some movement speed on active. 25% decreased size. maybe conditional ability power or range. Upgrading from surge of power might be really cool. That item is just an awesome buy in general and having a teir 4 to upgrade into would be good. I would definitely recommend some item upgrading from surge of power in general because its a good item. For this item specifically it could really look like anything.
