An ability that plays around with in game timers

I have recently been thinking that it could be interesting to give a character an ability (most likely an ultimate) that plays around with timers in the game. They could use it to refund cooldown for allies or increase cooldown for enemies, increase or decrease the time on camps/midboss and maybe increase the overall game timer (to increase soul income/decrease objective resistances and fast forward the game a little, not so sure on the last use case).
I think it could be unique to have a character who can respawn the midboss faster than normal, or reset a sinner's sacrifice directly after claiming it. In a team fight the ability/ultimate would work like refresher but for allies, rather than the self. That or it would do the opposite of refresher and put an enemy ultimate on cooldown (maybe it could do both depending on who is targeted). This could be interesting counterplay to a Dynamo for example, who may go in for an ult just to get targeted by this ability and have his ult cooldown set to something like 20 to 30 seconds.
I would imagine the ability would be on a shorter cooldown if used to respawn a sinner's for example, but would go on max cooldown if used on midboss or to reset an ally ultimate.
This ability may be a bit too powerful or unfun for the game but I thought it a neat idea if the team ever wanted to play around with another time based character.
