While Disarming Hex has an ingredient that works in the laning phase , Silence Glyph has none anymore ; but I think there may be some room for an interactive , cheap item following the theme of antimagic.
Just like Silence Glyph , Ability Trap would throw a projectile on activation - it would be slower and smaller , but should it not impact an enemy it could turn into a trap on a surface , its size probably halfway between Grey Talon's Snare and Venator's Trap. When triggered (or when hitting an enemy) it would apply a (10-12s long ?) debuff that triples the cooldown of the next ability used (including ultimates !) which would coerce the victim to think twice. Some spells could be situationally "wasted" (Djinn Mark , Blood Shards would be good candidates) while others would become risky to use first , disrupting the opponent's flow without making them helpless. For example , if Pocket gets hit by this after firing Barrage , he would have to choose between adding a lengthy cooldown to one of his escape abilities , or forgo the use of his ultimate for a long time , or try to escape without casting anything. While cost-effective , this item will not deny anyone the chance to play the game.
