Able to harass people in voice chat and cheat without getting reported

there is an issue with the game where this guy has a long Russian name and I can't report him. He is Harassing everyone in voice chat saying kill your self and you're worthless. Also, he could cheat and I can't report him. https://steamcommunity.com/id/dvn-/
