could be a basic ability and is a little bit of a sharingan genjutsu ripoff but thats fine cursed eyes spirit eyes whatever.
Cursed Eyes: Enemy hero's that peer into your eyes begin to see the true nature of your soul. Suffer bullet evasion and you gain bonus weapon damage \ spirit amp some kind of bonus. [add visual effect of character becoming distorted and monstrous to represent bullet evasion]
passive: enemy hero's that stare at you gradually buildup bullet evasion and you gain damage amp against them per second till a maximum and when reach maximum become available for active targeting for 3 seconds
active: apply nearsight whilst keeping truesight on self\monstrous illusion form
after typing this all out kind of a scary ability
notes; this effect is unique to every enemy hero that meets the requirements and even could scratch the active and make it part of the passive so when enemy heros stare too long they get nearsighted, or even an opputunity to bring an a new cc type marvel rivals introduced with deadpool's ability to jus cause chaos on ur interface, creating haunting illusions or jus something
