Abilities with charges not getting cooldown reduced if getting "-10s Cooldown" with AP unlock

Basically title, for some reason abilities with Charges are not getting their cooldowns reduced if set ability is upgrated with AP to get cooldown reduction even when there's only 1 charge, so this is just normal ability with potential to get more uses.
Example: Billy's Bashdown (you use it and then update to -10s cooldown = still wait 35s instead of 25s), Holliday Powder Keg (holiday get's Extra Charge early anyways, but 32s to 22s after you use barrel might be critical) , Mirage Fire Scarabs (40 seconds cooldown is big one, and if you get ability to T1 it's still 40 seconds if you used it before, quite a long waiting), Paige Conjure Dragon (this is just -5 seconds but still matters) and for last, Sinclair Vexing Bolts T2 (-13s is practically double bolts per minute, not getting it if because you used 1 bolt before it is no fun, character is not fun even without it).
This bug mostly affects Laning phase, forcing player to not use their ability with charges IF they are going to lvl up it to T1, because if they do - they essentially lose cooldowns for nothing, instead of ability recharging earlier and maybe saving the fight.
If normal abilities cooldown get's reduced from those upgrates even after being used, i see no reason to allow same to charged abilities unless you already have more than 1 charge on this ability (so doesn't affect Assasinate and Puddle Punch because you will have 2 charges, not affecting Mirage tho because his case is unique)
