2 new counter-items ideas

First is Slowing Hex alternative/update called:
Crippling Fang
Spirit or Vitality active item which gives user passives:
+14% stamina recovery
Spirit damage debuffs enemy giving them -14% Dash Distance (possibly has cooldown between applies)
Active effects:
Applies Cripple to a single enemy for 3.5 seconds (disabling stamina usage just like Fury Trance, possibly blocks jumps or walljumps?).
-12% Movement Speed while crippled. (weaker in this departament than slowing hex for balance measure)
Blocks stamina regeneration during the effect.
Cast Range: 25m.
Cooldown: 24 seconds.

Item mostly created to counter high stamina characters who don't rely on movement abilities to run away, example: Vyper (character who created this item idea), Ivy (4 stamina, slowing hex doesn't prevent Stone Form anyway) and Stamina Mastery users (Lash, Holliday, etc).
This effect might be too good on some characters so item can easily be turned into T3 slowing hex update if we add +0.5 sprint speed and other slowing hex effects.

Second item idea, essentially Silence item but for passive abilities:
Passive Seal or Soulbind Sigil
Spirit T3 item
with standart passives like +hp/+sprint speed/+spirit power/something ability related, not really important.
Active effects:
Attaches Seal to enemy soul (or enemies in AOE zone) blocking their innate (passive) abilities, Example: Abrams Infernal Resilence (blocks damage regeneration, +2.5 health regen and +150 additional hp if you have it), Bebop/Lash/Mcginis/Kelvin boon/innate bullet/spirit resist (not an ability but passive unique attribute, very very niche use but more uses - good), Haze Fixation (main goal of item is characters like her), Holliday Crackshot, Infernus Afterburn, Mirage Djinn's Mark, mo and krill additional hp from combo, Shiv Bloodletting (maybe the strongest usage of this item, makes shiv possible to be killed), Vyper Slither (second strongest usage of this item, blocking slide distance, additional stamina (maybe not) and +20% resists while slide)
Optionaly -35% firerate/spirit power steal/spirit resist steal or any other effect other spirit counter items have.
Duration: 5.5/6 seconds (longer than any other silence but this is only for passive).

Cast Range: 35m.
Cooldown: 26 seconds.

Again item mostly created to counter some specific characters and their abilities which have no counter.
Right now uses are very limited but very hurtful against those characters.
