Debuff Remover Addition / Debuff Purge

I have 2 basic suggestions for debuff remover.

Debuff Remover

With the recent upheaval of "gun character op", "Infernus is overpowered" style comments, mostly on Reddit. I want to propose a slight change to debuff remover and I want to know what other people think.

Adding a 3s debuff resist to debuff remover on activate. Completely preventing new debuffs from being applied during this time. This would probably be best not being conditional but it could require cleansing a debuff first to active.

This would prevent you from gaining new debuffs for 3 seconds after using debuff remover, preventing characters like Infernus, or items like juggernaut from re-applying for a few seconds afterwards.

The situations this helps with:
- Lategame Vyper procs lethal venom, you debuff remove and she immediately procs it again with her fast fire rate
- suppressor / mystic slow on Wraith or Seven's 3rd ability instantly reproccing
- Basically any spirit on hit effect like the two above could be temporarily avoided

The problems I foresee with the item:
- Haze could become largely counter-able preventing fixation stacks in her main burst window.
- It could break things like lash ult
- Restarts debuff remover meta, this could be shifted to a new item

Debuff Purge

A new 6400 cost item that works similarly to debuff remover with the addition of the debuff resist. Alongside the debuff resistance it becomes a launchable active, like capacitor, that will shift all current debuffs to any hit player. By making this a skill shot active it won't necessarily just be a click to win a 1v1 against debuff characters. I also think it could have some goofy interactions when shifting Fixation stacks onto a Haze. It could also break the game if you are playing Shiv and shift

This item could either upgrade from debuff remover or from debuff reducer. If it upgrades from debuff reducer you would NOT get the heal on debuff remove.

Allowing you to turn the tide of a debuff heavy 1v1 or team fight by debuff stacking a single target. Turn their debuffs against them!
