Wraith's cards never recharge in sandbox

This doesn't affect other heroes with charged abilities (tested Ivy and Infernus), nor Wraith outside the sandbox. Items like Refresher do still restore charges.

"Deal weapon damage to summon cards"

Unlike other heroes, Wraith gains charges by dealing damage to enemies, instead of waiting.
