Witchmail doesn't work in Silver's ultimate

Witchmail works great when you're not in wolf form, but once you transform, for some reason it only procs on your ultimate, not your other abilities. And it's completely useless because it doesn't reduce your ultimate's cooldown, it just affects it and... that's it.
