weird stutters/pauses, even in bot matches

i've got insane stuttering while playing, where the whole lobby appears to freeze for a few seconds (except for my player character). while i occasionally had issues with "net jitter," they were usually temporary, but today this happened consistently no matter how many games i played. this even happened in bot matches (this clip is recorded from one).

any ideas on how to fix this? i have the new drivers installed and removed mods. i don't think this is a memory leak, because there's no delay before this happens.
