Weird "electricity" noise repeating indefinitely

it was there from early game and persisted for its entirety as far as i am aware

Actually, there is a lot of sound FX which bug once and stay for the rest of the game. Silence Glyph item ( with this item it happens to oftet), Zip-lines after using the Zipline speed boost (your video is an example), some of heroes abilitiy cause a sounds glitch and it will stuck on that place where lag appears for the whole game.

I think this looping sound bug is because of Lash's Ground Stike
