only active part idea, not sure about the stats it provide.
active, 23sec cd; Bite the bullet!
Upon activation store %(not sure how much) damage taken in the next 4.5 seconds. And heals for that amount over 3 second as soon as you're out-of-combat( 3 second of not dealing or taking damage ).
