Vulkan render mode always defaults to GPU0 on Windows 11

When Deadlock is set to use Vulkan rendering mode, the game will always render with GPU0 regardless of the settings in the Windows 11 Display Graphics menu. Changing the default GPU or manually setting the game to use a specific GPU has no effect on which GPU the game chooses. Even when the monitor is plugged into another GPU, the game still always uses GPU0.

I tested DX11 mode and the GPU preference setting works correctly.
