This won't work for a lot of actives due to the window. Unstoppable, ethereal shift, Debuff remover, majestic leap, shadow weave, magic carpet, refresher. And on single targets curse silence glyph and slowing hex there's no point.

I'm not necessarily endorsing a -2 active items model, but I think the way an item like this would need to work is to have no window, or imbue an item that has a 1 second window where it can be recast after its duration is over.

That's the point. No window would allow for refresher to refresh an ult 3 times within a fight, something that I don't think fits for a 1250 cost item.

You'd still be able to apply those on two targets if you're fast enough, which could be pretty strong. That's the whole point of this item, being able to apply those items on multiple targets with fast enough mechanics.
How would the passive work?
The passive would give you the ability to recast an active item within a window to effectively use it again.
 
This item's a bit weird, since it's useless on most active items, but extremely strong on some of them, such as Warp Stone, Curse, Knockdown, Cold Front, Healing Nova and Alchemical Fire. The second cast window is too tight to make use of Echo Shard and it seems like it'd be inconsistent for landing things like Decay or Heroic Aura twice.
Truthfully, the item feels a bit too polarising for it to fit into the game. The idea of dual-casting actives is cool, but I don't think this is the best way to do an item like that.
