Not a bug. Despite being an ability it counts as a light punch and thus can not proc on it's own either of those items. Bebop's uppercut works the same way. The reason why mystic burst is procing is because you have spirit strike and boundless spirit which is scaling the damage of spirit strike high enough to proc the mystic burst. Despite Mystic Burst's description it can be proc'd by items that deal high enough spirit damage procs like spirit strike or mystic shot. (When scaled high enough)
