Lose All Stats when upgrading from Mystic Burst to Improved Burst

When upgrading Mystic Burst to Improved Burst, all stats from Mystic Burst do not roll over into Improved burst. This must be a bug, as all other component items are built on top of, including other 500 soul items across all item types, into higher tier items. photos 1 and 2 show with mystic burst and upgraded into improved burst losing spirit shield. Photos 3 and 4 show Mystic burst upgrade into Improved Burst lose weapon damage. Since patch 6/13 this is new functionality for Mystic burst, unsure how long it has not been working.
