Viscious is able to melee while inside his cube (2) and ball (4)

If you heavy melee, then immediately self-cast cube or ball, you will melee in the direction. It's unknown to me if you can parry this attack, as I have no reliable way to test it. However, even if you were to parry it, he's either safe inside the cube or you eat a stun and have a ball on top of you, making it basically a risk-free melee attack.

Can Dynamo melee during his iframes? Why is there this strange exception to the rule here?
