Vindicta's Second Assassinate Talent/Upgrade is Broken

When I use Vindicta's Assassinate at level 1 it does 160 damage.

When I use Vindicta's Assassinate at level 2 (after talking the CDR talent), it does 160 damage.

When I use Vindicta's Assassinate at level 3 (after taking the +140-damage talent), it still does 160 damage.

Please fix this as the +600 souls per Assassinate kill is core and having to take a useless/broken talent to get it feels really bad.

Bonus damage only applies when target is below 50%. I tested in sandbox and the bonus damage is working as intended.
