Vindicta's Assassinate not behaving as not hitscan, or not instant

Sometimes, Vindicta's Assassinate hits on my screen but doesn't land in-game. I don't know how to cause it, but I can provide a video example (60fps):

Here's the frame directly before the Assassinate cast, which shows that the crosshair is positioned on target: 1755444903642.png

And here's the very next frame (just to show that I used Assassinate on the previous frame)

I found this Reddit post suggesting that it's some netcode issue that causes a random delay in the ability happening. I didn't make any attempt to replicate the results myself. I can probably post more examples if asked.
