Vindicta can now use lightning scroll.

Before some patches ago lightning scroll was disabled on vindicta/ultimates with charges, however this seems to have changed and vindicta can now both buy and use lightning scroll on her ult. This seems to be unintended as I can't find any patch notes that specify this being an intended balance change.

that's intended, since the tooltip on the item has also changed. found that out when a vindicta bought it in street brawl, lol
