This is something that should go in private gameplay forums (main page, just below). Secondly, it is a video game. People tend to say things in anger or in jest - that is something to be considered. Unless there is reasonable belief they are going to carry out these threats - I wouldn't worry about it too much. There is a reason why there is a mute button.

If they are just toxic (bad malicious will, beyond anger, jest, etc) - yeah, screw them. I report people who are geninuely nasty. Things that are merely offensive I just ignore or mute - on my own discretion. That is how Valve does its things.

If there is reasonable belief they are going to harm you - you should consult the police, not Valve.
