Might be intended, but if victor jumps, he is too high up to hit people on the ground with his ult.

It is no downward verticality by the way you can crouch under if he is above you like at all it's kind of funny.

I don't think crouching affects it. In my test I stood there at a much lower height and wasn't affected. Have your viktor stand up 1 step on the stairs and that room and have his ult go off and you won't get affected standing upright on the floor
