go on sandbox and test stake damage to vamps it adds a flat 5 damage instead of amp

You might be seeing things. There's no such thing.
Even if what you were describing is real, this is not a bug report.
I have no idea what this post is and I think you need a moment to reflect on this.

Test the blessed effect, it does seem to give 5 additional damage on melee to nina and drifter

Just because a variable is called amp doesn't mean it's meant to be % instead of flat
