Veil tether

Probably a t4 with ~90 sec cooldown
Within ~20 sec of walking through a cosmic veil: you can use this item on an enemy to teleport them and yourself to the last cosmic veil you walked through. Can be self cast.

It'd also be nice to have a component, or maybe just a simplified version where you only teleport yourself.

Would break organized play and be nearly useless in soloqueue. Need a lot more detail to really form an opinion. Is it an instant point an click, or can you at least counterspell/unstoppable/eshift to avoid it?
