I experienced this today (attached below). I don't know if this is intentional, but i feel that the unsecured souls shouldn't have the ability to block certain abilities, in this case for me it was kinetic carbine, as this the way this cooldown is normally used can make the difference between getting a pick and the enemy escaping. Even if i was too far to get swap off, at least i know it was on me.
