Unable to play while partied with a particular steam user

no idea why, but when I'm partied up with a particular steam user (https://steamcommunity.com/id/SomeDumbSkrub/) my game seems to disconnect every 2-3 minutes. If we manage to get through the queue into a game, the issue clears up after I'm forced out of the party from the game crashing and then allows me to play the rest of the game with them as long as we aren't partied. I've had them verify files as I have, the only thing we haven't done is full reinstalls. Would love help w/ this, it makes playing with them a pain.

Update with more information: While people previously didn't experience the issue while playing with the user, they began experiencing it while playing with me AND that user. However, the issues did not seem to happen if the third-party was in a party with only the afflicted user OR I.

I know, incredibly wordy way of putting it down but that's how it's working? We could really use help

Issue still continues to this day. If you check every match I play while I'm in a party I seem to get disconnected for some reason.
