Unable to download Deadlock

Hi! I am trying to invite my friend via Steam to play the game, however, there's a noptice saying that my friend is a limited steam user. Upon checking, it means that they have to purchase anything for 5USD and above to be invited but he already purchased a LOT of games on steam. Is there anyway that they could play the game? Thank you in advance!

Pretty sure he is not on an alt account or something? If so they should join via main account. Also, they may have a resctrited account from other games ban.
