This is more of a suggestion for a hero theme in keeping with the era, rather than the abilities - but I include these anyway as they may provide inspiration for other future heroes/abilities.

Lightbulb - Throws a lightbulb at the ground akin to Warden flask but leaves shards of glass on the floor which act like caltrops. These last a long duration. Forces enemies to path through it very tightly as a maze (dark willow brambles?), else they receive a stacking bleed per shard triggered.
Darkness - 'Sucks in light' within a larger radius around the hero. This reduces view distance of enemy heroes to a short (~-5m?) cone in front of them for a brief duration (~5 seconds?). (Alternatively, a heavy rainstorm reducing visibility). Use to help allies escape, enable team repositioning in fights, or combo with lightbulb so they cant see the maze of glass.
Beacon (ult?) - Emits light from large flashlight. Essentially Beebop ult but heals (beam with slow turn rate) - or alternatively, a large lighthouse turret which heals.
Seagull - A seagull which sits on the hero's shoulder. When casted it flies to enemy and silences or disarms until duration expires or is removed by meleeing a certain number of times (akin to Grimstroke silence).
