Tormenting Pulse Penalizes your movement speed when it attacks (which is fine and not the issue here) How ever fleetfoot is supposed to get rid of this penalty and it DOESNT. When tormenting pulse fires even if you have fleetfoot you will lose a good amount of speed (3 ms in my case)
